IRI Seeks Independent Evaluator for Media Program in Latin America

The International Republican Institute (IRI), a non-profit, non-governmental organization dedicated to supporting democracy worldwide, is seeking an evaluator to conduct an independent evaluation of a media freedoms program in Latin America.  The purpose of this evaluation is to assess the progress and success of the program and offer recommendations to increase its impact and effectiveness. 

The results of the evaluation will help IRI determine the long-term outcomes of the program, whether changes need to be made to the program model, and which, if any, of the activities have the potential for replication in other countries and regions in which IRI implements similar work.

Evaluation objectives include: 1) Evaluate the progress made by IRI (and its partners) against the program benchmarks; 2) Evaluate the long-term outcomes of the activities implemented by IRI and its partners; 3) Assess the performance measurement systems in place and make recommendations for more effective means of verifying results; and 4) Provide recommendations for any changes in approach or activities to maximize the effectiveness of the program.

The evaluator should have a minimum of five (5) years experience conducting evaluations in the democracy and governance field.  Preference may be given to an evaluator who has work experience in Latin America and/or politically sensitive environments.  Additional preference may be given to an Evaluator with Spanish language skills.

El Instituto Republicano Internacional es una organización no-gubernamental y  sin fines de lucro, dedicado al apoyo a la democracia en todo el mundo, está buscando a un/a evaluador/a para manejar una evaluación independiente de un programa de medios en Américalatina. El motivo de la evaluación es de evaluar el progreso y el éxito del programa y ofrecer recomendaciones para mejorar el impacto y la efectividad de las actividades.  Los resultados de la evaluación van a ayudar al IRI en determinar los resultados de largo plazo, como se necesita cambiar el modelo de programa, y ver cómo replicar el modelo en otros países o regiones del mundo en donde el IRI opera actualmente.

Los objetivos de la evaluación son los siguientes: 1) Evaluar el progreso de IRI (y sus socios) según los objetivos; 2) Evaluar los resultados de largo plazo y las actividades implementado por parte del IRI y sus socios; 3) Evaluar la rentabilidad del programa; 4) Asesorar el sistema que mide el desempeño y hacer recomendaciones para mejorar la verificación de resultados; y 5) Proveer recomendaciones sobre algunos cambios en la metodología y/o actividades para maximizar la efectividad del programa.

El/La evaluador/a debería tener un mínimo de cinco (5) años de experiencia dirigiendo las evaluaciones en el campo de la democracia y el buen gobierno. Se prefiere a un/a evaluador/a que tiene experiencia en Américalatina y/o que tengan experiencia trabajando en ambientes sensibles políticamente. Se prefiere a un/a evaluador/a que habla español.
