Methodologies are an interlinked group of procedures that have been tested and documented and allow undertaking a specific course of action in a successful, consistent and replicable manner.  They should include (a) a conceptual framework underpinning the methodology in question; and (b) an operational framework including specific tools (Alliance for Andean Change Project).
