Project/Proposal Summary:
The focus of this program is to develop a wide variety of policy positions in coordination with the Government of Colombia. Policy issues will include, but will not be limited to: land reform, access to financial services, labor and vulnerable populations. This program will support public policies to improve the business environment and to promote income generation, and social services provision to vulnerable groups in Colombia. This is to be a five year program.

Position Summary:
The Monitoring and Evaluation Specialist will be responsible for implementing the monitoring and evaluation system for the program.

Responsibilities:
• In coordination with MSI project leadership, design and implement the Monitoring and Evaluation plan for the Colombia Public Policy Program;
• Develop performance indicators and performance monitoring plans, design data collection methods and oversee data quality assurance;
• Write and/or contribute to project reports to the donor and MSI headquarters;
• Serve as a resident technical specialist in Monitoring and Evaluation and build the capacity of our local partner organizations in M&E;
• Provide tools, training and support to monitor implementation of grantees;
• Contribute to other project components upon request of the project leadership.

Qualifications:
• Degree in statistics, international development or related field;
• 3+ years experience in monitoring and evaluation for internationally funded programs;
• Experience designing and implementing monitoring and evaluation systems for USAID funded programs required;
• Knowledge and understanding of surveying methodologies and strong analytical skills;
• Experience with development programs relating to public policy strongly preferred;
• Spanish and English language fluency required.
