Useful Notes on Implementation of Public Consultations as part of the Design of Development Projects, Olga Lucia Molano, Peru
FIDA agreed to conduct public consultations based on UNESCO’s successful experience with the Project for Rehabilitation of the Historic Center of Lima. One learning from this experience is that there is no need to start with a needs assessment, and that rather than having stakeholders identify and prioritize their problems they should develop their own solutions, proposals and projects. Within this context, data collected as a result of public consultations is used to enhance project development and evidence either its legitimacy or the need for change, by incorporating stakeholders from a specific territory in the final design of a local development intervention.
