Project monitoring as a change process in the organisational culture. Building on an experience by the ‘People with Value’ project, Lucia Peixoto Calil, Brazil, 2008
In July 2007, the People with Value project, run by the Brazilian government, started developing their M&E system. However, several issues prevented the M&E system from working effectively as well as an evaluation culture from developing. Within this context, from September 2007 to November 2008 the author implemented a process based on a specific methodology and several work strategies, with the aim to reduce these risks through a cultural change process comprising at least three variables: organisational conditions, awareness of specific concepts and techniques, and new personal skills. This demanded allocating sufficient time, so as to build a new pattern for action to promote both organisational and collective learning.
