Designing a planning, monitoring, evaluation and systematisation (PME&S) system for the Rural Development Project in the Central Region – PRODAP 2, Carmen Valle, El Salvador,2007.
PRODAP 2 took part in an Intensive Programme on Monitoring and Evaluation (PRISE), sponsored by PREVAL and RUTA in 2002 to facilitate institutionalisation of monitoring and evaluation within the project. With the direction provided by this training, a PME&S system was developed in a participatory manner from project onset together with staff from the Project Management Unit (PMU) and user households. This allowed the project technical team to develop cohesion and ownership of the process during implementation, by addressing their own information needs and those of users and strengthening local capacity. The PME&S system was automated to improve data management and produce timely information to feed into decision making. As part of this process, by 2006 a number of innovative participation experiences and mechanisms had been implemented, including implementation of an Image-Based Self-Assessment where project staff agree on what they wish to share and assess their own experience through the use of audio-visual media.
