Useful Notes on Implementation of Public Consultations as part of the Design of Development Projects, Olga Lucia Molano, Peru

FIDA agreed to conduct public consultations based on UNESCO’s successful experience with the Project for Rehabilitation of the Historic Center of Lima. One learning from this experience is that there is no need to start with a needs assessment, and that rather than having stakeholders identify and prioritize their problems they should develop their own solutions, proposals and projects.

Reflections on Participatory Approaches in Social Project Evaluation, Silvia Kremenchutzky and Juana Reises, Argentina

From the perspective of the Rural Development Program for the North-Eastern Provinces of Argentina (PRODERNEA), evaluation is a qualitative process involving working and learning on project implementation, where listening to the voice of different stakeholders allows a more global vision of actions implemented and potential adjustments to be made. Techniques that are truly instrumental in this process include the Participatory Workshop, which seeks to contribute to an evaluation culture through building up the programme’s historical memory and raising awareness amongst new beneficiaries.

The Experience of Educating Young Evaluators… Evaluation, a Joint Walk Together, Evangelina Navía Villegas and Julia Huaylla Serrado, Bolivia.

As part of the Capacity-Building Programme in Evaluation run by the Centre for Studies and Development Promotion (DESCO), the K’ayamanta project implemented a Capacity-Building Plan for Young Evaluators that provided training to 20 young people aged 15 to 18 formerly linked to youth projects. The intervention sought to build evaluation capacity with a participatory and group learning approach.

Monitoring and Evaluation in Peasant Production Systems and how they Link to the Organisational Monitoring and Evaluation System – An Experience for Sharing from the Management of Natural Resources in the Southern Highlands project, Peru

M&E of the MARENASS Project was developed at two – community and organisational – levels, based on the use of Talking Maps. This approach allowed farmers to plan in a more integrated and technologically improved manner, strengthen their peasant identity and monitor project performance both through its Board and community promoters. To discuss and clarify progress and achievements made, participating households developed self-assessment contests, comparing their present and future maps as well as other maps expressing their progress and future projects.

Raising Awareness and Learning in a Participatory Manner: the PROSALAFA Monitoring and Evaluation System, Rosmary González Mariño and Alba Delgado Cuicas, Venezuela.

Since 1990, the Support Project for Small-Scale Producers and Artisanal Fishermen in the Semi-Arid Zones of Falcon and Lara States (PROSALAFA) faced several difficulties, including restrictions, issues, adjustments and change, which finally allowed it to incorporate a participatory approach into its planning, monitoring, evaluation and systematisation process. This also allowed initiating an awareness-raising and reflection process on an evaluation culture, with a view to improving and creating new learnings.
