PREVAL’s electronic newsletter No. 4 features news and useful information for individuals and organisations with an interest in capacity building in monitoring, evaluation (M&E) and systematization of programmes aimed at poverty alleviation in rural areas. Available in two languages (Spanish and English), the newsletter includes the following sections: Good Practices in M&E, PREVAL in Action, Courses and Events, Useful Links, and Electronic Publications. It can also be found on our website, www.preval.org.
In the Good Practices in M&E section, we selected three initiatives because they show innovative learning processes for a range of stakeholders engaged in sustainable change. The first, “Guidelines for Image Evaluation,’ summarizes several experiences that use audiovisual language and narrative to present results from the perspective and culture of stakeholders. The second article on “Emergent Learning Maps” (ELM) outlines a methodological process to build capacity in learning from practice. The third initiative is a video on the Talking Maps approach used by the MARENASS project (Management of Natural Resources in the Southern Highlands of Peru), accompanied by a text we published in the third issue of this newsletter.
PREVAL in Action is a new section that provides information on our Strategic Plan 2004-2007 and the most recent activities to build capacity in M&E for impact-oriented management in the Latin American and Caribbean region. Courses and Events provides a list of M&E educational events that will take place during the first quarter of 2006 (January to March) around the world. The section Useful Links lists a number of links to international NGOs that promote capacity-building in M&E and is complemented by the Electronic Publications section, with its listing of documents on capacity building as well as methodologies for assessing the impact of poverty reduction programmes.

“Networking to build stronger M&E capacity” |
In its third phase, 2004-2007, PREVAL’s focus continues to be on capacity building, which involves a combination of technical assistance and training, and production and dissemination of M&E tools, in partnership with a range of regional stakeholders. The overall aim of this phase is to help consolidate and institutionalise participatory, transparent M&E mechanisms that permit projects jointly funded by IFAD and governments, as well as those technical services that are grouped into networks and associations, to develop, implement and document impact and results oriented M&E systems.
PREVAL has recently updated its organisational information describing what it is, its mission and vision, and expected results to 2007, with advances and links to its organisational strategic plan.

Below is a summary of activities implemented during the second half of 2005 to build the M&E capacity of individuals, groups and organisations, especially in the use of IFAD’s results and impact management system (RIMS). For more information on these activities, write to preval@desco.org.pe.
1.- Monitoring and Evaluation Plan of the PROMARENA project (Bolivia)
A workshop developed for the PROMARENA project (Management of Natural Resources in the Chaco and High Valleys), “Results and Impact Oriented Monitoring, Evaluation and Systematization Plan,” was held in Cochabamba, Bolivia, from 24-26 October. The workshop was attended by the project’s technical team (approximately 20 people) and produced a common conceptual framework for planning, monitoring, evaluation and systematisation. It also reviewed and updated the project’s logical framework, in line with IFAD’s results and impact management system (RIMS), and used a stakeholder map to identify the different groups of stakeholders involved in the project. Finally, participants developed a work plan to implement a Planning, Monitoring, Evaluation and Systematization System (PMES), including a baseline study, the first benchmark for impact assessment.
2.- Managing for results system for the PRONADEL project (Honduras)
In November 2005, PREVAL organized a workshop on IFAD’s RIMS system for the technical team of the PRONADEL project (National Programme for Local Development). The methodology was based on the implementation of a participatory workshop to improve the use of M&E concepts and techniques that meet the project’s specific needs. Participants developed a range of participatory and constructivist techniques, combined with dialogued presentations, group activities and a plenary presentation that allowed sharing and feedback on expected results.
3.- Capacity building in monitoring the impacts of poverty reduction projects (Honduras)
PREVAL has partnered up with the RIOPLUS project, run by the German Technical Cooperation Agency (GTZ) and TROCAIRE, to develop a modular course, “Building capacity in impact monitoring,” that is designed to develop and strengthen human resources in monitoring the impact of poverty alleviation programmes and projects in Honduras. This project seeks to effectively contribute to the development and implementation of impact monitoring systems. The first module, “Conceptual framework of managing for results,” was held in Santa Lucía, Honduras, in November 2005 and was attended by more than 30 professionals. The main purpose is to build M&E practices that are effective for decision-making, simple for a range of users and capable of motivating learning and communicating change. In addition to the M&E plan, participants developed an activity plan for the use and dissemination of results in different formats: video, written reports, slides, photographs and posters, among others.
4.- Integrated Management System for FUNICA (Nicaragua)
PREVAL, through a framework agreement with the Foundation for the Development of Technology, Agriculture and Forestry (FUNICA), organized a second workshop on a “Plan of Action for the FUNICA M&E System: FUNICA’s role and communication of results,” on 21-23 November 2005 in Managua, Nicaragua. The purpose was to develop an integrated management system that responded to expectations and needs. The aim of the system is to support the team in developing strategies, programmes and projects in rural areas with external funding and help build management capacities in M&E. It is not about developing a rigid approach but rather an integrated, flexible system to build on progressively and which can be continually adapted. The M&E plan included a section on the use and dissemination of results that set targets for the year and outlines a range of different formats for different target audiences. In this way, communication is integrated with M&E to use information strategically, in line with FUNICA’s organisational priorities.
5.- Planning, Monitoring, Evaluation and Knowledge Management System for PRODESEC (Nicaragua)
During 2005, PREVAL provided technical assistance and training to the Programme for Economic Development of the Dry Region in Nicaragua (PRODESEC) in the development and implementation of their knowledge management system (PMES&KM). PREVAL’s support is based on a local capacity building approach and will be provided under a three-year agreement both on-site (through field visits to provide technical assistance and direct training to the team in the development of the system and subsequent adjustments) and in a virtual manner (e-mail requests for revising and making suggestions to documents), based on a work plan agreed upon by PRODESEC and PREVAL during a first visit in March 2005. Technical assistance is provided to strengthen local capacity and thus enable effective implementation of the system.
6.- Field Visit: ‘Results and Impact Oriented Monitoring and Evaluation Systems’ (Cusco and Lima, Peru) In the first week of December 2005, PREVAL and MARENASS implemented a M&E exchange for IFAD-supported projects in the region (PROSALAFA, Venezuela; PROPESUR, Dominican Republic; NGÄBE and BUGLE, Panama; and PRODAP II, El Salvador). Its background is the learning route approach developed and created by PROCASUR in the Latin American region, that includes exchanges between groups, participant observation and interviews for learning. The visit was carried out in one of the most successful IFAD-supported projects in the region, the MARENASS project, which serves as a reference for organisations and institutions interested in learning and replicating innovative, participatory M&E methodologies. The visit included participation in public events to deliver the results of the MARENASS project in Cusco to a range of officials, including the project’s main stakeholders (peasants), as well as visits to peasant communities to learn about the talking maps approach as a planning, monitoring and evaluation tool, and the dissemination of technologies through household and community contests, with cash prizes for the best results. A three-day participatory workshop in Lima complemented the field visit, with participants from each project sharing experiences and learning about the RIMS approach, its indicators, means of verification and mandatory reports.
7.- Second Central American Conference on Evaluation, ‘Evaluation and Development: Perspectives for Central America’
On 14-15 November 2005, the second Central American conference on evaluation, ‘Evaluation and Development: Perspectives for Central America,’ was held in Tegucigalpa, Honduras. This event was hosted by national M&E networks in Central America (Costa Rica, El Salvador, Honduras and Nicaragua) with support from UNICEF, the Central American Bank for Economic Integration (BCIE), ReLAC and PREVAL. More than 70 professionals from the region attended. The organising committee of the conference will soon publish a report on the event. International Agricultural Centre (IAC)
This Dutch institution has a portal on participatory M&E for rural development that seeks to build capacity of individuals and organisations to equip them to implement M&E systems as part of managing and learning for impact. It features sections on theories, methodologies, publications and a calendar of events on the subject.

International NGO Training and Research Centre (INTRAC)
INTRAC supports NGOs and civil society organisations around the world. Its goal is to improve civil society performance by exploring policy issues and strengthening management and effectiveness of organisations. Evaluating capacity development in research and development organisations
This site promotes the use of evaluation as a tool for making progress towards building capacity and improving organizational performance. Its main purpose is to support managers and evaluators who are working to improve their organisations’ development capacity in Africa, Asia and Latin America. This group runs a global project, “Evaluating Capacity Development in Research and Development Organisations” (the ECD Project, International Service for National Agricultural Research, ISNAR, the Netherlands).

This is the website of an action-research programme designed to improve the quality of microfinance services and their impact on poverty through strengthening the development of impact assessment systems. Monitoring and Evaluation to Access and Use Results (MEASURE)
MEASURE EVALUATION is one of five projects run by the MEASURE programme, which is designed to provide information for the monitoring and evaluation of issues related to population and health and food programmes in developing countries. This site provides access to a wealth of information, including the STATcompiler, an online database tool that enables the user to create customised tables for hundreds of indicators, MEASURE EVALUATION news, and an electronic library of evaluation resources, among others.
