Technical assistance to projects co-funded by IFAD

a) Learning Route on “Innovative Methodologies for the Monitoring and Evaluation of Rural Development”, organised jointly by PREVAL and PROCASUR (Lima – Cuzco, Peru – April 2008)

PREVAL and PROCASUR made an alliance to hold a Learning Route on Innovative Methodologies for Planning, Monitoring and Evaluation (PME), as requested by the projects “Project for Development of Agroproductive Chains in Barlovento Region” (CIARA/BARLOVENTO) of Venezuela and the “Management of Natural Resources in the Chaco and High Valleys” (PROMARENA) of Bolivia. The Learning Route took place on April 13 to 19 in Lima and Cuzco, and saw the participation of the host project   for the Development of Puno-Cuzco Corridor (CORREDOR), which presented its innovative experiences on the implementation of its Planning, Monitoring, Evaluation and Systematization (PMES) system. Guest projects included MARENASS, presenting its community M&E experience, and the Southern Highlands project, which introduced its institutional website.

b) Regional Training Programme for Facilitators in Innovative Planning, Monitoring and Evaluation Experiences in Rural Development

Between July 15 and 21, 2008, the Regional Training Programme for Facilitators in Innovative on Planning, Monitoring and Evaluation Experiences in Rural Development was held in Lima and Arequipa, aiming at developing capacities to enable PME systems to work efficiently and effectively, based on the use and communication of results among multiple stakeholders.

c) Regional Workshop for the "Use of image-based communications as complementary tool of Monitoring and Evaluation" Project Operational Plan. Lima, August 13-15, 2008.

In April 2008, PREVAL won a contest on innovation within IFAD with a proposal aiming at promoting the dissemination of knowledge on impacts and good practices in the area of technological, social and institutional innovations for rural development through virtual learning communities, using images as a complementary tool in Planning, Monitoring and Evaluation (PME). To achieve this objective, the following outputs have been proposed for development:
 
1. Five experiences with innovation and the use of image-based methodologies.
2. Three learning communities around key subjects of rural innovation, generating spaces for their dissemination through Web 2.0 formats and tools (blogs, YouTube, Ning, etc).
3. A virtual platform with modular courses on the use of Web 2.0 and images in the M&E processes.
 
For the development of the operational plan, PREVAL invited members and associates, such as the RUTA programme (Central America), Alliance for Andean Change (Bolivia, Colombia, Ecuador and Peru) and ASOCAM/Intercooperation (Andean countries), Black and White Initiative (Peru), INFOANDINA (Andean countries), COLNODO (Colombia), Sulá Batsú (Central America) and CEPES (Peru). The facilitator was Kemly Camacho of Costa Rica’s Sulá Batsú Social Company, specialist in Monitoring and Evaluation, Knowledge Exchange and social use of new technologies.

Iberoamerican Network of Innovation and Improvement of the Potato – Latinpapa Network
Network composed of ten countries of Latin America and Spain, which aim is strengthening collaboration between researchers and institutions in Latin America.
PREVAL is the coordinator of the Scope Evaluation Component of the Alliance for Andean Change and provides advice in its base study and the design of impact pathways.

Impact Alliance is the first global network for capacity development committed to providing knowledge and skills from hundreds of leading organisations at all development sectors. Intercooperation´s ASOCAM
ASOCAM is a Latin American platform that facilitates initiatives and spaces for collective exchange and development for promoting Knowledge Management on key issues for rural development in the region.
In its website, ASOCAM presents thematic portals, such as the Natural Resources section, which includes the “Water and Climate Change” portal, providing information on one of the ongoing initiatives promoted by them.

Learning Alliances
The Development Programme for Rural Agribusiness in Latin America and the Caribbean and the Information Network on Post-Harvest Operations have held the “PRODAR–FAO Contest: Lessons Learned in Rural Agribusiness” on the topic of “Traditional Foods with Territorial Identity”.
The results will be published on October 15.

SPECIAL FEATURE ON "THE SOCIAL USE OF INFORMATION AND COMMUNICATION TECHNOLOGIES (ICT´s)"

PREVAL and its associates consider the local Planning, Monitoring and Evaluation systems as spaces for building knowledge to advance economic, social and technological inclusion of the most vulnerable social groups. In addition, they are opportunities to develop skills for dialogue, negotiations and for defending change proposals with their own identities, articulated to the world beyond its borders. They are participatory approaches based on the use and communication of results and new knowledge by multiple stakeholders at the local level, developed in the Andean area of Latin America. Furthermore, we seek to foster the social use of new information technologies to favour the inclusion of rural sectors marginalised from these ICTs.

Given the importance of the impact information and communication technologies have on social development and, therefore, on monitoring and evaluation, we have prepared a special article where you will find a directory of organisations related to the subject, as well as publications, articles and videos.

CEPES - Peruvian Center of Social Studies
CEPES is a Peruvian organisation specialized in agricultural and rural development. It has a Communication and Information programme for the strengthening of farmers’, peasants’ and rural promotion institutions’ proposal-generation capacities through information services and channels. The sub-programme on Information Technology for Rural Development is part of it.

Infoandina
InfoAndina is an initiative managed by the Consortium for Sustainable Development in the Andean Ecoregion (CONDESAN) that promotes knowledge creation, disseminates information, and encourages learning among different stakeholders in the Sustainable Mountain Development field.  InfoAndina supports thinking processes on the experiences of its members in the Andean ecoregion, contributes to their advocacy work and provides a range of information services on sustainable mountain development.

Procasur
The purpose of Procasur regional organisation is the generation of competences among stakeholders involved in development and poverty reduction initiatives. Its purpose is to give assistance towards the appropriate execution project and development programmes.
Its most important services include training based on learning routes, a methodology by which participants (technical staff of projects, governmental organisations and associations) are trained by households, communities and associations.
In last August, PROCASUR held the Learning Route “Improving access to information technologies in rural communities”.
