PREVAL Bulletin Nº1 on Planning, Monitoring and Evaluation (PM&E) / January - March 2005

PRESENTATION

We are pleased to put at your disposal the first issue of PREVAL Electronic Bulletin, dedicated to the topic of Monitoring, Evaluation and Systematization.  This bulletin, quarterly issued, will up-date information for ladies and gentlemen users of PREVAL website and we hope it will become an space for linking and consideration among professionals, networks, programs and projects engaged in the topic.  At moment it has the following sections:

  • Events, presenting a review of courses, seminars and workshop held during the quarter.
  • Important notices regarding the evaluators community.
  • Interest electronic links and lists, with news to be included in the website.
  • Publications and multimedia products, recently finished.

A section on Good Practices in Monitoring, Evaluation and Systematization will be soon available and, through this issue,  we request persons and institutions of the region to send us their contributions. 
Your participation will be welcomed.  Send us your news about events and publications, as well as  notices interesting for the topic of Monitoring, Evaluation and Systematization.

NOTES ON PROGRAMMES, COMMUNITIES AND NETWORKS

I Conference of   ReLAC
The I Conference of ReLAC "Evaluation, democracy and governability: challenges for Latin America" held in Lima in October 2004 has been the most important event during the year for the  evaluators community of the region. The Conference was attended by a total of 134 professionals engaged with monitoring, evaluation and systematization of projects, programmes and public politics.  The event was organized by the Network of Monitoring, evaluation and systematization of Latin America and the Caribbean (ReLAC), PREVAL, UNDP, UNICEF.  The Conference memory is being prepared and in order to participate in the ReLAC electronic network please register your list on  :  relac@gruposyahoo.com.ar

Election of Thomaz Chianca in AEA
Mr. Thomaz Chianca from the Brazilian Evaluation Network, has been elected "Co-chair" of AEA interest group "International Across-Cultural Evaluation" for the coming three years.  From this position he is willing to support the interest of AEA members in Latin America and the Caribbean, as well as to facilitate communication between AEA and ReLAC and the other national evaluation networks.   Thomaz Chianca is co-writer of the article "The Evaluation in Latin America and the Caribbean:  An overview of  recent developments" which has been translated into Spanish and can be accessed in the Publications section of this Bulletin.   For any consultation please link to: thomaz.chianca@wmich.edu

Participation of a member of the Peruvian Evaluation Network in the 18th AEA Conference.
Brenda Bucheli, Pact Peru Director and  member of the Peruvian Evaluation Network has participated in  the American Evaluation Association - 2004, 18th Conference, sponsored by PREVAL, thanks to the Travel Award granted by the AEA International and Cross-Cultural Evaluation Topical Interest Group.  With this fellowship they are supporting each year the participation of evaluators from developing countries.  In the Conference, Brenda has presented her work named "Organizational Assessment:  lesson from the field", which can be seen in www.pactperu.org

Award to a documentary from IFAD's Project Cusco Puno Corridor
The documentary named "Patabamba Pallay, Interknitting Past and Future" from IFAD-funded Development Project Cusco Puno  Corridor (Peru), has received one of the main awards in the First National Festival and First International Show of Short Films FENACO 2004, event which gathered more than one hundred  productions either from Peru and all over the world.  The video was made jointly with a knitters organization who are already in the second stage of their business plan and in these days their handicrafts are sold either in Peru as overseas. AELA-NET: List of discussion on evaluation in Latin America
AELA-NET is an open list, non moderate, sponsored by the Evaluation Center of the Western Michigan University, funded by Kellogg Foundation.  AELA-NET was established in order to promote general discussions on topics related to evaluation within the extent of Latin America.  To register sent a message to: aela-net-request@wmich.edu with the following text "SUSCRIBE AELA-NET name lastname" (unquoted).

EVALNET
IADB's Office of Evaluation and Oversight (OVE) has a network of professionals in evaluation (EvalNet).  This network is a forum for professionals and academics interested in evaluation of development projects in Latin America and the Caribbean.  The OVE is also planning to hold a conference in 2005 in which members will be able to present recent works related to evaluation.

ILPES - ECLAC
ILPES acts as the ECLAC center training stage, thus contributing to spreading works produced, especially those of institutional character.  Its action is basically centered in a courses program, lectures, seminars or experts meetings, with a multidivisional themes scope, within which all matters related to evaluation are included.

PREVAL electronic network
PREVAL Network is a list for discussion and space for exchange of information and experiences in monitoring and evaluation, emphasizing themes related to poverty reduction.  It looks for encouraging concertation and development of interinstitutional actions about these themes.  This Network not only gathers professionals from Latin America and the Caribbean but from different parts of the world thus allowing, among other, setting up links among different organizations and networks specializing in the matter of monitoring and evaluation.

ReLAC: Latin America and the Caribbean Network for Monitoring, Evaluation and Systematization.
ReLAC gathers to professionals specialized in monitoring, evaluation and systematization of projects, programs and social politics in Latin America and the Caribbean.  It has a very active electronic network mainly in Spanish.

Systematization electronic network
This list looks for openly intercommunicate to all those interested in the matter of systematization, exchanging considerations and experiences; to organize "electronic workshops" on specific matters and to create a data base on experiences systematization.

  • CD on experiences systematization of Rural Uruguay Project .In July 2004  PREVAL and FIDAMERICA have organized a workshop on experiences systematization of Rural Uruguay Project.
